INTERNATIONAL COMMISSION ON IRRIGATION AND DRAINAGE:

The International Commission on Irrigation and Drainage (ICID), established in 1950 is a leading scientific, technical, international not-for-profit, non-governmental organization.

ICID is a professional network of experts from across the world in the field of irrigation, drainage, and flood management.

The main mission is to promote ‘Sustainable agriculture water management’ to achieve ‘Water secure world free of poverty and hunger through sustainable rural development’.

 ICID is a knowledge sharing platform dedicated to issues that covers the entire spectrum of agricultural water management practices ranging from rainfed agriculture to supplemental irrigation, land drainage, deficit irrigation to full irrigation, etc.

In addition, drainage of agricultural lands forms the core theme of commission’s activities.

Floods and drought – the two extremes of increasingly variable climate as a result of potential climate change, also form the focus of activities.

The International Executive Council, the highest decision making body of International Commission on Irrigation and Drainage (ICID), accorded Heritage Irrigation Structure (HIS) status on the 127-year-old Sadarmatt anicut and the iconic Pedda Cheruvu tank.

Both these sites will now be inscribed in the ICID Register of Heritage Irrigation Structures. The plaques presented by the council were received by the Member Secretary, Indian National Committee on Surface Water.

The decision to this effect was taken at the 69th meeting of the International Executive Council held from August 12 to 17, 2018 at Sanskatoon in Canada. The council accepted the nominations filed by Telangana Government.

SADARMUTT ANICUT

  • The Sadarmatt barrage, across Godavari in Khanapur of Nirmal district, is an iconic structure installed by the then Hyderabad ruler Nawab Ikbal-ud-Dowla in 1891-92.
  • Designed by JJ Ottley a French engineer, it was constructed during the regime of the Taluqdar (governor), CE Wilkinson
  • Sadarmatt is 437.4 m long on its left flank and 23.8 m on its right flank.
  • The left canal is 21.5 km long while the right canal is 10 km and the stream is 12 km in length, irrigating 5700 acres, 3400 acres and 4000 acres, respectively.
  • The maximum flood discharge at the anicut is 7.76 lakh cusecs.
  • The irrigation facility has provided precious water for paddy crops in its designed ayacut of 13100 acres in present day Khanapur and Kadem mandals since its construction in 1891-92.
  • It has also served as a picnic spot for people from an area which may not be as vast as its catchment area of nearly 40000 sq miles but is spread over old undivided Adilabad, Karimnagar and Nizamabad districts.

PEDDA CHERUVU

  • The Pedda Cheruvu tank is located on the outskirts of Kamareddy district.
  • It is spread over an area of 618 acres and was built in 1897 during the rule of Mir Mahaboob Ali Khan, the sixth Nizam of Hyderabad State.
  • It has a 1.8-km-long tank bund and 145-metre wall and three sluices.
  • Its catchment area is spread over 68.97 sq km and total flood flow is 8860 cusecs.
  • It provides water for irrigation to over 900 acres in Kamareddy, Sarampally, Narsampally and old Rajampet.
  • It also provides drinking water for residents of the area.
  • Womenfolk play Bathukamma during the Navaratrotsavalu on its bund and immerse them in its waters.
  • It is a picnic spot for residents of the area who come to its bund for relaxation and have a panoramic view of nature.
  • This tank was taken up under the second round of Mission Kakatiya to be developed as a mini tank bund with an estimated outlay of Rs 6.6 crore. Eighty per cent of work is done and the remaining will be completed very soon.

Heritage Irrigation Structures (HIS) 

At the 63rd meeting of International Executive Council (IEC) held at Adelaide, Australia in June 2012, President Gao Zhanyi suggested to initiate a process to recognise the historical irrigation structures on the lines of UNESCO’s World Heritage Sites. 

Accordingly, a Task Team was set up to work out objectives, guidelines and procedures to select the historical irrigation structures. 

The Scheme includes both the old operational irrigation structures as well as structures that have primarily archival value. 

A historical irrigation or drainage structure, fulfilling the laid down criterion, is authorised to be recognised as “Heritage Irrigation Structure” (HIS). 

The nomination forms received by 30 June every year are processed together and presented during the Executive Council meeting after due processing.
